Meta’s October 2026 WhatsApp pricing change: what Shopify stores pay now
On October 1, 2026, Meta started charging for two kinds of WhatsApp Business messages that had been free: service replies beyond 1,000 a month per number, and Utility templates sent inside an open 24-hour window. It also gave nine markets their own rates and moved several Marketing and Utility rates.
This is what the WhatsApp pricing change means in practice, with the cost of an order confirmation in Germany, the UK, France and other markets in Europe, North America, the Gulf and Pakistan at the new rates.

The short answer
- Since October 1, 2026, free-form service replies are charged after the first 1,000 per business phone number each month, at a rate equal to the Utility rate.
- A Utility template now costs the same inside and outside the 24-hour customer service window. From July 1, 2025 to September 30, 2026, Meta did not charge for Utility templates sent inside the window.
- Ukraine, Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman and Sri Lanka moved out of regional pricing and got their own rates.
- Germany, the UK, France, Italy, Spain and the Netherlands are not on Meta’s list of rate changes. Ukraine’s Utility rate rose to $0.0298, Pakistan’s to $0.0150, and the Marketing rate in Saudi Arabia and the UAE to $0.0576.
- A WhatsApp Business account with no payment method gets only its 1,000 free service messages a month delivered.
The WhatsApp pricing change of October 2026 in brief
The pricing model itself did not change. Since July 1, 2025, Meta has charged per delivered message, by message category and by the country code of the customer’s number, and it still does. What changed on October 1, 2026 is which messages are free and what some markets pay.
| Message or market | July 1, 2025 to September 30, 2026 | From October 1, 2026 |
|---|---|---|
| Free-form service replies | Free | First 1,000 a month per business number free, then the Service rate (equal to Utility) |
| Utility template sent inside an open 24-hour window | Free | Charged at the Utility rate |
| Utility template sent outside the window, such as an order confirmation after checkout | Charged at the Utility rate | Charged at the Utility rate |
| Ukraine, Kuwait, Oman and six other markets | Regional rates | Their own rates |
| Service messages on an account with no payment method | Delivered | Delivered only within the 1,000 free each month |
Service messages: 1,000 free per number, then charged
A service message is a free-form reply, not a template, that you send while the 24-hour customer service window is open. The window opens when a customer messages or calls you, and every new message from the customer resets it to 24 hours.
Since October 1, 2026, each business phone number gets 1,000 free service messages a month. Unused free messages don’t roll over, and the count resets at midnight in the Messaging account’s time zone. From the 1,001st, Meta charges each delivered service message at the Service rate, which on the October 1, 2026 card equals the Utility rate in every market. Service messages have no volume tiers.
The rate still depends on the customer’s country. A store that sends 2,500 free-form replies a month from one number pays for 1,500 of them: $82.50 if the customers have German numbers, or $33.00 if they have UK numbers. Replies you send from the WhatsApp Business App on a number connected with WhatsApp coexistence stay free, because Meta charges only for messages sent through the API.
Utility templates inside the 24-hour window are now charged
Since October 1, 2026, a Utility template sent while the customer service window is open is charged at the normal Utility rate, like a Utility template sent at any other time. From July 1, 2025 to September 30, 2026, Meta did not charge for these messages.
An order confirmation sent as a Utility template is now charged whether or not the customer wrote to you in the last 24 hours, unless it goes out inside a free entry point window. In practice the change hits messages that follow a customer’s message: a shipping update sent within 24 hours of a customer asking where their order is, or a template follow-up after a customer taps a button.
Nine markets got their own WhatsApp rates
Meta moved nine markets out of regional pricing on October 1, 2026, each with its own rate and an authentication-international rate. In Europe, Ukraine now has its own rates. In the Gulf, Kuwait and Oman left the Rest of Middle East region, which now covers Bahrain, Jordan, Lebanon and Yemen. Messages to the new markets also count toward their own volume tiers, so messages to Kuwait no longer count toward the Rest of Middle East tiers.
| Market | Marketing | Utility | Authentication-international |
|---|---|---|---|
| Ukraine | $0.0860 | $0.0298 | $0.0746 |
| Bangladesh | $0.0732 | $0.0037 | $0.0960 |
| Iraq | $0.0341 | $0.0079 | $0.1280 |
| Kazakhstan | $0.0604 | $0.0180 | $0.1600 |
| Kuwait | $0.0792 | $0.0440 | $0.1200 |
| Morocco | $0.0414 | $0.0230 | $0.0811 |
| Nepal | $0.0732 | $0.0034 | $0.1120 |
| Oman | $0.0341 | $0.0247 | $0.0600 |
| Sri Lanka | $0.0732 | $0.0020 | $0.1440 |
Which WhatsApp rates went up or down on October 1, 2026
Alongside the new markets, Meta moved these rates:
| Change | Markets |
|---|---|
| Marketing went up | Kuwait, Mexico, Morocco, Rest of Asia Pacific, Rest of Middle East, Saudi Arabia, United Arab Emirates |
| Utility and Authentication went up | Kazakhstan, Kuwait, Morocco, Oman, Pakistan, Peru, South Africa, Ukraine |
| Utility and Authentication went down | Bangladesh, Iraq, Nepal, Sri Lanka |
Current rates for every market are on the WhatsApp API pricing page, with a cost calculator.
What an order confirmation costs after the change
Where Meta didn’t raise the Utility rate, the confirmation itself costs the same as before: it is a Utility template sent right after checkout, and it was already charged. It costs more only where the Utility rate went up:
| Customers in | What changed on October 1, 2026 | Utility rate now | 1,000 confirmations | 1,000 orders, confirmation + shipping update |
|---|---|---|---|---|
| Germany | Not on Meta’s list of rate changes | $0.0550 | $55.00 | $110.00 |
| United Kingdom | Not on Meta’s list of rate changes | $0.0220 | $22.00 | $44.00 |
| France | Not on Meta’s list of rate changes | $0.0300 | $30.00 | $60.00 |
| Italy | Not on Meta’s list of rate changes | $0.0300 | $30.00 | $60.00 |
| Spain | Not on Meta’s list of rate changes | $0.0200 | $20.00 | $40.00 |
| Netherlands | Not on Meta’s list of rate changes | $0.0500 | $50.00 | $100.00 |
| Ukraine | Own rates (left regional pricing); Utility went up | $0.0298 | $29.80 | $59.60 |
| United States (North America rate) | Not on Meta’s list of rate changes | $0.0034 | $3.40 | $6.80 |
| Saudi Arabia | Marketing went up; Utility unchanged | $0.0107 | $10.70 | $21.40 |
| United Arab Emirates | Marketing went up; Utility unchanged | $0.0157 | $15.70 | $31.40 |
| Kuwait | Own rates (left Rest of Middle East); Marketing and Utility went up | $0.0440 | $44.00 | $88.00 |
| Pakistan | Utility and Authentication went up | $0.0150 | $15.00 | $30.00 |
For stores selling to Germany, the UK, the United States, France, Saudi Arabia or the UAE, the confirmation itself costs what it did in September: $0.0550 to a German number and $0.0220 to a UK number. What changed is the price of follow-ups inside the 24-hour window and of service replies past 1,000 a month. The country pages go further, with local currency and payment details: WhatsApp API pricing, including the UAE, Saudi Arabia and the GCC and Pakistan.
Add a payment method, or service replies stop
Meta asked businesses to add a payment method in Billing Hub by September 30, 2026. For a Messaging account without one, Meta still delivers service messages within the free 1,000 each month and then stops delivering them.
If you are not sure whether your account has one, follow the guide to adding a payment method for WhatsApp in Meta.
WhatsApp messages that are still free
- Every message a customer sends you, including button taps.
- Messages that are sent but not delivered.
- The first 1,000 service messages per business phone number each month.
- Messages inside a free entry point window, which opens when you reply to a customer who messaged you from a Click to WhatsApp ad on Android or iOS, and lasts up to 7 days. Meta Business Agent messages are still charged.
- Messages sent from the WhatsApp Business App on a coexistence number.
A checklist for Shopify stores after October 1, 2026
- 1
Check the payment method in Billing Hub
Make sure every WhatsApp Business account you use has a working payment method. The payment method guide has the steps. - 2
Check the category of every template
Meta decides the category. A confirmation classified as Marketing costs $0.1365 instead of $0.0550 in Germany. The guide to Utility vs Marketing templates shows how to keep order messages in Utility. - 3
Count your service replies per number
If your team sends more than 1,000 free-form replies a month from one number, budget for the rest at the Utility rate of your customers’ country. - 4
Trim extra templates from your flows
Each Utility template now has a price even inside the 24-hour window. Keep the confirmation and the shipping update, and drop follow-ups that don’t change what the customer does. - 5
Re-estimate your monthly cost
Use the WhatsApp API cost calculator with your real order volumes and countries.
When Meta can change WhatsApp prices next
The next date Meta can change WhatsApp rates is January 1, 2027. Under the pricing calendar it published in September 2025, rates move only at the start of a quarter, and rate card changes are announced at least a month ahead, so any January change will be public by December 1, 2026. That means the current rates cover Black Friday, Cyber Monday and Christmas 2026; plan those sends at the Marketing rate with the WhatsApp marketing templates.
Questions about the October 2026 pricing change
Meta started charging for two kinds of messages that had been free: free-form service replies after the first 1,000 per business phone number each month (free since November 1, 2024), and Utility templates sent inside an open 24-hour customer service window (free since July 1, 2025). It also moved Ukraine, Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman and Sri Lanka out of regional pricing, and raised or lowered rates in several markets.
Only the first 1,000 service messages a month per business phone number are free. After that, Meta charges each delivered service message at the Service rate, which equals the Utility rate in every market on the October 1, 2026 rate card: for example $0.0550 for German numbers and $0.0220 for UK numbers. Unused free messages do not roll over.
Only where the Utility rate went up, such as Ukraine (now $0.0298), Pakistan, Kuwait and Oman. An order confirmation sent as a Utility template right after checkout was already charged before October 1, 2026. Germany ($0.0550), the United Kingdom ($0.0220), France, Italy, Spain and the Netherlands are not on Meta's list of rate changes, and Saudi Arabia and the UAE kept the same Utility rates.
Meta still delivers service messages within the 1,000 free each month, then stops delivering them. Meta asked businesses to add a payment method in Billing Hub before September 30, 2026 to avoid this.
Yes, the October 2026 change did not touch them. A reply to a customer who wrote to you from a Click to WhatsApp ad, sent within the customer service window, opens a free entry point window that lasts up to 7 days. The customer must have used the WhatsApp Android or iOS app. During that window every message to the customer is free except Meta Business Agent messages.
The earliest is January 1, 2027. Meta's pricing calendar allows rate changes only on the first day of a quarter (January 1, April 1, July 1 and October 1), and Meta gives at least one month's notice of rate card changes, so a January 2027 change would be announced by December 1, 2026.
