The short answer
Any WhatsApp message that promotes a product, sale or offer is a Marketing template under Meta’s guidelines, including Black Friday, Christmas and win-back messages.
Send marketing templates only to customers who opted in. Meta requires the opt-in to name your business, and recommends a separate opt-in for each type of message and a clear way to opt out.
Meta charges per delivered marketing message: $0.1365 in Germany, $0.0635 in the UK and $0.0859 in France (rates effective October 1, 2026).
WhatsApp can limit how many marketing messages each person receives, lets customers stop your marketing, and does not currently deliver marketing templates to US phone numbers.
Black Friday 2026 is on November 27. Submit campaign templates at least a week ahead.

Opt-in rules for WhatsApp marketing messages
You may send WhatsApp marketing messages only to people who gave you their number and agreed to receive messages from your business. That is WhatsApp’s Business Messaging Policy, and Meta lists three requirements for the opt-in:
It clearly states that the person is opting in to receive messages from your business.
It clearly states your business name.
It complies with the laws that apply to you, such as GDPR for customers in the EU.
The opt-in can come from your website, SMS, a phone menu or a paper form. Meta also recommends that you set expectations about the kinds of messages you will send, collect opt-in separately for each category, and give clear instructions for opting out. WhatsApp’s policy says you must respect every request to stop, whether it comes on WhatsApp or anywhere else.
Meta charges every delivered marketing message at the rate for the customer’s country, and marketing has no volume discounts. A campaign to 5,000 opted-in customers costs $682.50 in Germany, $317.50 in the UK and $288.00 in Saudi Arabia.

Meta USD list rates effective October 1, 2026, checked October 20, 2026. Accounts billed in local currency pay EUR 0.1131 per marketing message in Germany, EUR 0.0712 in France and GBP 0.0458 in the UK. Rest of Western Europe covers Austria, Belgium, Denmark, Finland, Ireland, Norway, Portugal, Sweden and Switzerland. North America is the United States and Canada, but marketing templates are not currently delivered to US numbers. Rates for every market are on the WhatsApp API pricing page.
Meta charges only for delivered messages, so messages blocked by a per-user limit or an opt-out cost nothing. Customers who write to you from a Click to WhatsApp ad are the exception to marketing fees: once you reply inside the service window, Meta opens a free entry point window of up to 7 days in which your marketing messages to that customer are free. Utility messages cost much less; compare them on the utility vs marketing templates page.
Delivery limits for WhatsApp marketing messages
Not every marketing message you send is delivered: WhatsApp can cap marketing per person, lets customers turn marketing off, skips US numbers and slows down templates that get poor feedback. Plan campaigns around these rules:
Per-user marketing limits. WhatsApp may limit how many marketing templates a person gets from all businesses combined, and the limit adapts to how much that person engages with marketing. Blocked messages fail with error 131049. Wait at least 24 hours before trying that customer again; see WhatsApp error 131049.
Replies help. When a customer replies to a marketing message, a 24-hour customer service window opens, and marketing messages you send inside it don’t count toward the limit.
Offers and announcements. Customers can stop marketing from your business in this WhatsApp setting. Messages to them fail with error 131050.
United States numbers. WhatsApp does not currently deliver marketing templates to US phone numbers.
Pacing and pausing. New marketing templates can be paced: Meta sends to part of your list, holds the rest until early feedback comes in, and drops the held messages if the feedback is bad. Any template that reaches low quality is paused for 3 hours, then 6 hours, and disabled the third time.
WhatsApp campaign calendar: Black Friday, Cyber Monday and Christmas
The next big campaign dates are Black Friday on November 27, 2026, Cyber Monday on November 30 and Christmas on December 25. Submit each campaign template a week or more ahead, because Meta’s review can take up to 24 hours and you may need a second try.

How to write WhatsApp marketing templates customers read
Readable WhatsApp marketing templates are short, put the offer first, carry one link and give customers a one-tap way to opt out:
Lead with the offer. The first line is what customers see in the chat preview, so put the product or discount there.
One offer, one link. A single URL button to the right collection is easier to tap than a list of links in the text.
Always add a way out. Meta names opting out of marketing as a common use for quick reply buttons. A visible Stop offers button gives customers an easier choice than blocking you. Templates that mix a URL button and a quick reply can’t be viewed in WhatsApp on desktop, so customers there are asked to open them on their phone.
Personalize with care.{{customer_first_name}} is enough. Don’t start the template with a variable; Meta rejects templates that start or end with one.
Keep it short. The body can be up to 1,024 characters, but 2 or 3 short lines read best on a phone.
Write in your customers’ language. If you sell to Germany, France, Spain and Italy, submit each language as its own template instead of mixing languages in one message.
Send WhatsApp marketing campaigns with Whapi
Whapi sends WhatsApp marketing campaigns to your opted-in Shopify customers from your own number, on Meta’s official WhatsApp Business API. You create templates in Whapi, Meta reviews them, and you choose a customer segment to send to. Meta’s fees are billed to you directly with no markup, and Whapi plans start at $18.99 per month.
“Fast and easy. Good for simple automation and cart recovery. I was looking for a way to mass communicate to my audience without losing the personal touch and Whapi was a simple and great way to do that! …”
It is a pre-approved WhatsApp message a business uses to promote products, sales or offers, or to build a relationship with customers. Meta reviews each template and puts it in the Marketing category when it has any promotional content. Product launches, sale announcements, Black Friday offers, win-back discounts, abandoned cart reminders and holiday greetings are all marketing templates.
Yes. WhatsApp's Business Messaging Policy only allows you to message people who gave you their number and agreed to receive messages from your business. Meta says the opt-in must name your business and make clear the person is opting in to messages from you, and it must comply with the laws that apply to you, such as GDPR for customers in the EU. Meta also recommends a separate opt-in for each type of message and clear instructions for opting out, which you must honor.
Meta charges per delivered marketing message, by the customer's country. On the rate card effective October 1, 2026: Germany $0.1365, United Kingdom $0.0635, France $0.0859 and Saudi Arabia $0.0576. Marketing messages get no volume discounts. With Whapi you pay these fees to Meta directly, with no markup.
Not at the moment. Meta's documentation says WhatsApp does not currently deliver marketing template messages to users with United States phone numbers, and sending one returns an error. Utility messages such as order confirmations and shipping updates are still delivered to US numbers.
The most common reasons are WhatsApp's per-user marketing limit (error 131049), a customer who turned off marketing from your business in the Offers and announcements setting (error 131050), a US phone number, or a template that Meta paused for low quality. For error 131049, wait at least 24 hours before trying the same customer again.
Submit them at least a week before the sale. Meta says template review can take up to 24 hours, rejected templates need editing and another review, and new marketing templates can be paced while Meta collects early feedback. Black Friday 2026 is on Friday, November 27.
Only if they also agreed to receive promotional messages from you. A customer who confirmed an order agreed to messages about that order. Meta recommends collecting opt-in for each category of message you plan to send, so ask for marketing consent separately, for example with a signup popup or a checkbox.
Customers can turn off marketing from your business in WhatsApp's Offers and announcements setting, block or report you, or reply to ask you to stop. WhatsApp's policy requires you to respect every opt-out request. Adding a Stop offers quick reply button to each marketing template makes opting out easy and keeps complaints down.
