WhatsApp error 131049: why Meta didn’t deliver your marketing message
WhatsApp error 131049 means Meta chose not to deliver a marketing template to one customer to keep their inbox healthy. It is a limit on that customer, not a problem with your number, and Meta asks you to wait at least 24 hours before trying them again.

The short answer
- Meta describes error 131049 as: “This message was not delivered to maintain healthy ecosystem engagement.”
- It comes from WhatsApp’s per-user marketing template limit, which caps how many marketing messages a person receives from all businesses when they are less likely to engage.
- Wait at least 24 hours before resending to that customer. Retrying sooner returns the same error and can block delivery to them for up to 24 hours.
- Meta charges only for delivered messages, so a template that fails with 131049 is not billed. Your other customers are not affected.
What WhatsApp error 131049 means
Error 131049 means WhatsApp received your marketing template but decided not to deliver it to that customer. The message gets a failed status, and the error tells you why. These are the exact strings Meta returns:
| Field | What Meta returns for 131049 |
|---|---|
| Error code | 131049 |
| Title and message | This message was not delivered to maintain healthy ecosystem engagement. |
| Details | In order to maintain a healthy ecosystem engagement, the message failed to be delivered. |
| Meta’s fix | Wait at least 24 hours before resending the template message. |
| Message status | failed, sent in the status messages webhook |
Meta links this error to its per-user marketing template limits. It applies to marketing templates, the category Meta uses for promotions, offers, cart reminders and other messages meant to drive sales.
Why WhatsApp limits marketing messages per customer
WhatsApp limits marketing messages per customer so people who stop reading promotions are not flooded with them. Meta says it may cap the number of marketing templates a WhatsApp user receives from any business in a given period when that person is less likely to be receptive. Three things follow from how Meta describes the limit:
- It is set per customer, across all businesses. Your store shares the customer’s marketing allowance with every other business messaging them, so your own sending volume is only part of the picture.
- It changes over time. Meta looks at the customer’s recent marketing read rate and at how many messages they have from friends, family and businesses. The limit adapts automatically as their engagement changes.
- A customer reply opens a 24-hour exemption. Each delivered marketing template counts toward the limit. If the customer replies to a marketing message, a 24-hour customer service window opens, and marketing messages you send inside that window do not count.
Meta also stops repeated retries. If you keep resending marketing templates within 24 hours to customers who have reached their limit, delivery to those customers may be unavailable for up to 24 hours, and every attempt returns 131049.
Which Whapi messages can hit error 131049
Only messages that Meta has categorized as Marketing count toward the per-user limit. Meta assigns the category when it reviews each template, using its utility vs marketing template rules. Here is how that usually plays out for the messages Whapi sends:
| Whapi message | Category Meta usually assigns | Can it fail with 131049? |
|---|---|---|
| Order confirmation | Utility, if it only covers the order | Not from this limit, unless Meta approved it as Marketing |
| Shipping update | Utility, if it only covers the shipment | Not from this limit, unless Meta approved it as Marketing |
| Abandoned checkout reminder | Marketing. Meta lists cart reminders as marketing, even when requested | Yes |
| Campaign or newsletter | Marketing | Yes |
| Back in stock alert | Marketing. Whapi sends it as a Marketing template | Yes |
| Review request | Marketing. Whapi sends it as a Marketing template | Yes |
If you see 131049 on a message you think is transactional, check its category first. A order confirmation with a discount code or a “shop our new arrivals” line is mixed content, and Meta treats mixed content as Marketing.
How to fix WhatsApp error 131049
You fix error 131049 by waiting before you retry and by changing who you send marketing messages to, because the limit sits with the customer. Work through these steps in order:
Confirm the error code is 131049
Check the error code on the failed message. Codes 131050, 130472 and 131048 also stop marketing messages, but each needs a different fix.
Wait at least 24 hours before resending to that customer
Meta asks you to wait at least 24 hours before resending a template that failed with 131049. Retrying sooner returns the same error, and repeated retries can stop delivery to that customer for up to 24 hours. Customers who are not at their limit still receive your messages.
Check the category of the template
Open WhatsApp Manager, go to Message templates and check the category. If a transactional message such as an order confirmation shows as Marketing, remove the promotional wording, then request a category review or submit it again as a new Utility template.
Send campaigns to customers who read them
Meta weighs each customer’s recent marketing read rate. Send fewer campaigns to a narrower audience, such as recent buyers or customers with a specific tag, instead of your whole list.
Give customers a reason to reply
When a customer replies to a marketing message, a 24-hour customer service window opens, and marketing messages sent inside that window do not count toward the limit. A quick reply button such as “Show me” makes replying one tap.
If you have connected Whapi to Claude, you can also ask “Why are my WhatsApp messages failing?” Seeing why messages failed is available on every Whapi plan.
On Pro and Team, Whapi campaigns can target segments built from Shopify data, such as purchase history, order value, product categories, customer tags and location. For example, send a new arrivals campaign to customers who bought from that product category instead of to every contact you have. Our WhatsApp marketing templates show how to word offers so customers have a reason to tap a button.
Error 131049 vs similar WhatsApp errors
Four error codes can stop a marketing message, and each one needs a different response. Use the code to decide what to do next:
| Code | What Meta says | What to do |
|---|---|---|
| 131049 | This message was not delivered to maintain healthy ecosystem engagement. | Wait at least 24 hours, then resend to that customer. |
| 131050 | Unable to deliver the message. This recipient has chosen to stop receiving marketing messages on WhatsApp from your business. | Do not retry. The customer opted out of your marketing messages. |
| 130472 | Message was not sent as part of an experiment. | Resending returns the same error. Ask the customer, by another channel, to message you first. |
| 131048 | Message failed to send because there are restrictions on how many messages can be sent from this phone number. | Check your number’s quality in WhatsApp Manager. This one is about your number, not the customer. |

Do you pay for messages that fail with 131049?
No. Meta charges only when a message is delivered, so a marketing template that fails with 131049 costs nothing. When the same customer receives it later, Meta bills the Marketing rate for their country. On Meta’s current rate card the Marketing rate is higher than the Utility rate in every market:
| Customer’s country | Marketing template | Utility template |
|---|---|---|
| Germany | $0.1365 | $0.0550 |
| United Kingdom | $0.0635 | $0.0220 |
| France | $0.0859 | $0.0300 |
| Italy | $0.0795 | $0.0300 |
| Spain | $0.0707 | $0.0200 |
| United States and Canada (North America) | $0.0250 | $0.0034 |
| United Arab Emirates | $0.0576 | $0.0157 |
Because failed sends are free, the real cost of 131049 is a missed sale, not a bill. That is another reason to aim campaigns at customers who read them.
How to keep your marketing messages deliverable
Marketing messages stay deliverable when customers want them and act on them. Meta’s own message quality guidelines say to:
- Message only customers who opted in to hear from your business on WhatsApp.
- Make messages personal and useful, and keep them short.
- Avoid open-ended welcome or introductory messages.
- Avoid sending too many messages per day.
- Follow the WhatsApp Business Messaging Policy.
Keep transactional messages separate from promotions. Customers rarely mute a message about their own order, and Utility templates such as shipping updates are not counted toward the marketing limit.
Error 131049 questions
Error 131049 means WhatsApp chose not to deliver a marketing template message to one customer. Meta describes it as "This message was not delivered to maintain healthy ecosystem engagement." It comes from WhatsApp’s per-user marketing template limit, which caps how many marketing messages a person receives from all businesses when they are less likely to read them.
Wait at least 24 hours before sending the same customer another marketing template. Meta says resending earlier will likely return more errors, and repeated attempts within 24 hours can make further delivery to that customer unavailable for up to 24 hours.
No. Error 131049 applies to one customer at a time and does not affect your ability to send marketing messages to other customers. A restriction on your own number shows up as a different error, 131048, which Meta links to messages being blocked or flagged as spam.
The limit is set for each WhatsApp user, not for your business. Meta adjusts it automatically using that person’s recent marketing read rate and how many messages they already have from friends, family and businesses. A customer who rarely reads marketing messages is more likely to hit it.
The per-user limit counts marketing templates. An order confirmation that only covers the order is normally approved as a Utility template, so the marketing limit does not apply to it. If Meta approved your confirmation as Marketing, for example because it includes a discount code, it counts toward the limit, so keep confirmation templates free of promotions.
No. Meta charges only for messages that are delivered. A marketing template that fails with 131049 is not billed. If you send it again later and it is delivered, Meta charges the Marketing rate for the customer’s country.
No. WhatsApp limits how many marketing templates a person receives from any business, so the limit follows the customer, not your provider or phone number. Sending fewer, more relevant campaigns and inviting replies is what reduces 131049 errors.
Meta currently does not deliver marketing template messages to WhatsApp users with United States phone numbers (a +1 dialing code with a US area code). Sending one returns an error. Utility templates, such as order confirmations and shipping updates, are not covered by this rule.
