WhatsApp API pricing in Pakistan is set in US dollars: there is no Meta rate card in rupees. The rupee column below converts Meta’s USD rate at 276.74 PKR per dollar (XE mid-market rate, October 20, 2026), so treat it as a guide. What you actually pay depends on your bank’s conversion rate and card charges.

A WhatsApp order confirmation in Pakistan costs $0.0150, because Meta charges it as one Utility template. If you also send the tracking link when the parcel ships, that is a second Utility message, so budget $0.0300 per order for both.

The tap opens a 24-hour window, and what you send next decides the cost: a free-form thank-you uses one of your 1,000 free service messages that month, while a template thank-you is billed at its category rate ($0.0150 if Utility).

Why WhatsApp API pricing in Pakistan went up in 2026
Meta raised Pakistan’s Utility and Authentication rates twice in 2026, on April 1 and October 1, after cutting authentication prices in 2025. The rate change list on Meta’s pricing page shows these entries for Pakistan:
- February 1, 2025: Authentication rates lowered.
- April 1, 2025: authentication-international rate lowered.
- April 1, 2026: Utility and Authentication rates raised.
- October 1, 2026: Utility and Authentication rates raised again, to $0.0150.
Older figures such as $0.0050 for Utility, which this site showed before October 2026, are out of date. Today a Utility message to Pakistan costs 1.4 times one to Saudi Arabia ($0.0107), while Pakistan’s Marketing rate ($0.0473) is lower than Saudi Arabia’s ($0.0576).
Marketing vs Utility messages in Pakistan
In Pakistan a Marketing message costs 3.2 times a Utility message, a smaller gap than in Saudi Arabia (5.4) or the UAE (3.7). Two things follow for a Pakistani Shopify store:
- Keeping confirmations in Utility still matters: 1,000 confirmations cost $15.00 as Utility and $47.30 if Meta classifies them as Marketing. The guide to Utility vs Marketing templates sums up Meta’s rules for each category.
- Cart reminders cost less here than in Saudi Arabia or the UAE. An abandoned checkout reminder to a Pakistani number costs $0.0473 (about PKR 13.09), against $0.0576 in Saudi Arabia and the UAE, so weigh it against your margin on a recovered order. What the October 2026 pricing change means in Pakistan
For a Pakistani store, October 1, 2026 brought a higher Utility rate and three rule changes:
- Templates inside the 24-hour window now count. A Utility template to a customer who wrote to you in the last 24 hours, such as a tracking update after “where is my parcel?”, costs $0.0150. From July 2025 to September 2026 Meta did not charge for it.
- Free-form replies have a monthly cap. Each number gets 1,000 free a month. A team that sends 4,000 replies from one number pays for 3,000: $45.00, about PKR 12,453.
- Billing Hub needs a payment method. An account with no payment method stops getting service messages delivered after its 1,000 free ones.

Cash on delivery in Pakistan: what the data shows
Cash on delivery has long dominated Pakistani ecommerce. When the federal cabinet approved Pakistan’s first e-commerce policy framework in October 2019, Dawn reported that 60% of e-commerce transactions by value were post-paid cash on delivery, and that the policy aimed to move those payments to digital ones, preferably by 2029.

Ramadan 2027 is forecast to begin in Pakistan around February 9, 2027, subject to the moon sighting. Any rate change for that season would take effect on January 1, 2027, and Meta announces rate card changes at least a month in advance, so a store can budget for Ramadan by December. How to pay Meta for WhatsApp messages from Pakistan
Stores in Pakistan pay Meta by card, in a foreign currency. The Pakistani rupee is not among Meta’s 16 billing currencies, so a Pakistani account is billed in another currency, such as US dollars. The currency is fixed when the WhatsApp Business account is created, and Meta says it can’t be changed once selected. Charges run through Billing Hub in Meta Business Suite:
- Use a debit or credit card that your bank has enabled for international online payments.
- Add it in Billing Hub and attach it to the WhatsApp Business account your number uses.
- Expect your bank to convert each charge at its own rate and to add any card charges it applies.
